1. PURPOSE AND SCOPE OF JOB

This is an integral position within Finance Department. The key function of this role is to analyse financial information and implement effective strategies to enhance overall business performance. The job has overall accountability for preparing, developing and applying findings from financial and non-financial reports.

 

Responsibility include maintaining financial policies and management information systems, alongside establishing effective communication channels to inform management on all aspects of the Hospital Finances.

2. MAIN DUTIES

  1. Coordinates the design and implementation of appropriate management information systems.
  2. Assesses and recommends effective business processes and financial systems.
  3. Sets up financial systems and their performance monitoring mechanisms.
  4. Creation of cost centres code and account codes
  5. Reinforces internal controls and financial regulations and procedures compliance
  6. Review accounting processes and practices and improve where necessary to ensure efficient financial operations
  7. Translates the long term strategic business plan into medium and short term corporate plans.
  8. Co-ordinates budget processes to incorporate input from departmental heads and co-ordinates budget reviews.
  9. Provides guidance to budget holders in determining budget forecast for the year.
  10. Reviews and updates expenditure control systems from time to time.
  11. Analyses financial information and performance and advises management on alternative areas of focus to enhance business profitability and growth.
  12. Follows up on findings of variance analysis investigations to advise next courses of action to assist with key decision making.
  13. Recommends methods and strategies for cost containment\
  14. Conducts investment appraisal for new projects.
  15. Monitors and evaluates implementation of projects on actual costs incurred against estimated costs and explains project deviations.
  16. Evaluates capital sanctions for acquisitions of non-current assets.
  17. Evaluates disbursement claims and payments to contractors according to contractual terms.
  18. Approves capitalisation of capital work in progress.
  19. Prepares final trial balance
  20. Prepares statutory and monthly management accounts.
  21. Approves journal adjustments.
  22. Approves month-end stock take programme and staff allocation and oversees the entire stock take process including counting and reconciliations.
  23. Any other duties as assigned from time to time.

4. Education and Experience

  1. A University Degree in Finance, or Accounting, or Economics
  2. Qualified Chartered Accountant e.g. ACCA, CIMA, or its equivalent
  3. Must be a member of ICAM
  4. Basic knowledge of Health Care services and products
  5.  Problem solving abilities and a strong presence of mind
  6. Sound computing skills especially in excel and word
